Phil Anderson, president, founding and managing principal, and member of the Executive Committee of Navigators Global, is based out of the Washington, D.C., office.

Mr. Anderson has 20 years of experience advising corporations, industries and elected officials on public policy issues. During the late 1980s and early 1990s, he held a series of policy and political positions on Capitol Hill, with the National Republican Party and the George H.W. Bush Administration, including serving as Special Assistant to Vice President Dan Quayle and Deputy Assistant to Republican National Committee Chairman Lee Atwater.

During his tenure with the George H. W. Bush Administration, Mr. Anderson helped design two key foreign policy trips by Vice President Quayle to the Middle East and Africa. Both trips were designed to promote human rights and democracy in the region. Anderson was responsible for the Vice President’s public schedule and press coverage of the state visits.

Quayle’s 1991 African trip was the first state visit to the continent in over a decade by the United States. Mr. Anderson was part of an official delegation that visited five key nations, Malawi, Nigeria, Ivory Coast, Nambia and Cape Verde. During his visit to Ivory Coast, Quayle partnered with the Center for Disease Control to start a new round of AIDS Summits on the continent and started a new joint US/CDC venture to supply aid to research centers in Africa. Quayle also visited with leaders of Liberia, Angola and Mozambique in an effort to end conflicts in those countries.

Mr. Anderson also served as a top official in several prominent Republican leadership operations, serving as convention manager for Vice President Quayle and Campaign America at the 1996 Republican National Convention and as deputy director of Governor Carroll A. Campbell’s Victory America.

Mr. Anderson formed the Financial Services Coordinating Council (FSCC), which counted the American Bankers Association, American Council of Life Insurers, American Insurance Association, Investment Company Institute and Securities Industry Association as its members. He later served as its executive director and led the FSCC to important financial services legislative victories.

Named one of Washington’s top lobbyists in 2009, 2008, 2007, 2006, 2005, 2004, 2003 and 2002 by The Hill, Mr. Anderson has been a frequent media source with commentary appearing in The New York Times, The Wall Street Journal, The Washington Post, National Journal, and Investment News. He has also appeared on CBS 60 Minutes II, CNN, CNBC, FOX NEWS and ABC.

In 2004, Mr. Anderson was selected to the advisory board of the George Washington University’s Institute for Politics, Democracy & the Internet.  Mr. Anderson is a graduate of Virginia Tech where he serves as a guest lecturer on politics and advocacy in Washington, D.C.
