Principals Cesar Conda and Chris Cox lead the firm's tax policy practice.  As a lobbyist, senior congressional aide and White House policy staffer, Mr. Conda has been at the forefront of many of the major tax policy debates of the past 25 years.  During the 1980s, Conda led the United States Chamber of Commerce’s tax lobbying effort on capital cost recovery and capital gains tax issues.  According to columnist Robert Novak, Mr. Conda “as Vice President Dick Cheney’s domestic policy chief was instrumental in devising the Bush tax cuts.”  As special assistant to the president for Legislative Affairs, Mr. Cox was responsible for advancing the president’s agenda in the House Ways and Means Committee.

Assisting Mr. Conda and Mr. Cox with the firm’s tax policy practice is Navigators Global Principal Phil Anderson, who has extensive experience working on tax, budget and financial services issues in government and for high-profile corporate and trade association clients.
